Payments Canada welcomes new Member Advisory Council chair

Payments Canada is pleased to announce that Dougal Middleton of Scotiabank has accepted the role of chair on the Member Advisory Council (MAC).

Dougal has played an important role as a member of MAC since 2019. He is a payment leader with over two decades of experience and specializes in transaction banking and digital payment services. Currently, he serves as the executive lead for Scotiabank’s payments platforms across the Americas driving the definition and execution of the global payments platform strategy.  He also oversees Scotiabank's Global Cash Management Solutions & Partnerships team, delivering modern, digital native capabilities to business clients and partners.

Payments Canada would like to thank Derek Vernon, Head, North American Treasury and Payments Solutions Product Management and Enterprise Payments Modernization at BMO for serving as chair of MAC and Ryan Rabin, Vice President, Banking & Payment Products at ATB Financial for acting as chair during this recent vacancy. Rabin will remain in his role as Vice Chair.

Dougal will serve his first term as chair until April 2026. We extend a warm welcome to Dougal in his new role and our ongoing thanks to the commitment of all members of MAC.

MAC is a 20-person council codified in the Canadian Payments Act that serves as a consultative and engagement forum for system participants who are also members of Payments Canada. It is broadly representative of the diversity of our system participants. Members are nominated and appointed by our Board of Directors. Each term runs for three years. MAC provides counsel and advice to the Board on Payments Canada’s clearing and settlement systems, the interaction of those systems with other systems involved in the exchange, clearing or settlement of payments and the development of new technologies.
